Jay has over forty years of leadership experience in the program management of major systems for the Department of Defense that included Army counter-intrusion systems, Naval Strategic Missiles and Naval Meteorological and Oceanographic Systems. Jay has served on numerous committees including those that revamped the national test ranges, established the architecture and pedigree for the TRIDENT II strategic missile and facilitated small business innovative research. Following his government service Jay worked as an independent consultant on Defense Space Programs.
Jay has a Bachelor of Engineering from Stony Brook University (State University of New York) and a Master of Science from the University of Southern California. Jay also completed the Program for Management Development at Harvard Business School, the Program Management Course at the Defense Acquisition University and the Leadership Program at the Federal Executive Institute.
